China has successfully tested a deep-sea device designed to cut undersea cables at record depths, raising concern about one of the most vulnerable pieces of global infrastructure. The tool was reportedly tested more than 11,000 feet below sea level and is capable of targeting the subsea cables that carry internet traffic and data around the world. Because nearly all international internet traffic moves through cables on the ocean floor, the implications go far beyond one piece of hardware. A disruption like that could affect communications, finance, logistics, and other systems people rely on every day.
